Discharge Upgrade

A discharge that isn’t fully honorable doesn’t have to be permanent, and it doesn’t automatically block VA benefits. VA can review your service and find you eligible for benefits anyway. Some care, like MST and mental health care, may be available right now. The military boards must give special weight to PTSD, TBI, military sexual trauma and other mental health conditions. That includes discharges for drinking or drug use that started after a traumatic event in service.

This page covers:

  • every discharge type and how it affects VA benefits

  • VA’s Character of Discharge review and the 2024 rule change

  • which board to use (DRB, BCMR/BCNR or DARB) and the deadlines

  • liberal consideration and other grounds for an upgrade

  • discharges tied to alcohol or substance use

  • the evidence that wins upgrades

  • how your member of Congress can help with a stalled case

  • free legal help, real-world examples, and links to official sources and the law

Download the free Discharge Upgrade Guide. It has a step-by-step checklist and worksheets for your discharge information, timeline and evidence. It also includes a personal statement and character reference letter that link to our Statement Writer, a congressional inquiry request letter, and an application and contact log.
